Turning it Off does return me to plain WPA2.

No issue for my site with firmware 2.2k and ap6-pro (i have not touched any settings since the firmware upgrade) .
On still means mixed mode - using cloud controller.
Please make sure that PMF is set to on; otherwise, it defaults to off, which is technically an invalid configuration and will prevent some devices from connecting. Modern Android and iOS versions, for example, outright mark such networks as bad SSIDs and don’t even display them in the list.
You can’t have WPA3 without PMF set to at least on (optional), so effectively, it’s just a glorified WPA2 network at best.
Previously, even if PMF was disabled, it was automatically set to on when WPA3 was enabled. But now that we’ve aligned the setting with the proper off / on / required options, you have to explicitly enable it.
For WPA2/3 transitional mode: WPA3 = on, PMF = on.
For WPA3-only mode: set both to required.
For WPA2/3 transitional mode: WPA3 = on , PMF = on
