The dark background screen shot has Vlan n QOS inputs.
Versus the current WEB-Gui ( white screen shot ) of Vlan only.
Where is the QOS in the current software release ?

Good question. Since the QOS tag depends on the VLAN being set, it will not be displayed until you have configured a non-default VLAN tag.
