S8 management IP issue

Let me start by saying this is a very odd issue that I can’t wrap my head around.

Setup:

S8 has a static management IP of 10.54.0.3/24, GW 10.54.0.1, in VLAN 54.

What I’m Seeing:

In this state, it is NOT able to resolve ARP for anything else on that subnet except for the gateway and oddly, my 2nd S8. I have an Alta control, 2x AP6 Pros, Proxmox host, and VM on that same subnet and the S8 cannot resolve ARP for any of these hosts. Most of these devices are also directly connected to this S8.

~ # arp -a
? (10.54.0.250) at <incomplete> on br-lan
? (10.54.0.7) at bc:b9:23:xx:xx:xx [ether] on br-lan. <-- my 2nd S8
? (10.54.0.2) at <incomplete> on br-lan
? (10.54.0.6) at <incomplete> on br-lan
? (10.54.0.23) at <incomplete> on br-lan
? (10.54.0.1) at d8:b3:70:xx:xx:xx [ether] on br-lan <-- GW
? (10.54.0.5) at <incomplete> on br-lan
? (10.54.0.4) at <incomplete> on br-lan

I figured well maybe there is something going on with the specific address of 10.54.0.3, so I tried another address. Same behavior. I tried setting management of the S8 to DHCP. Same behavior.

The ONLY way I can get this S8 to be able to resolve ARP for other devices on its management network is to change the management VLAN & thus subnet to something other than 54.

I even did a power on reset and confirmed the firmware had downgraded, and I re-upgraded and set up the S8 again. Same behavior after this.

What could I possibly be missing? My 2nd S8 has the identical mgmt configuration and works fine.
